The Department for Business, Innovation and Skills and the Department for Education have just placed communications on their websites which clarify the Government's expectations on local authorities and schools in respect of careers guidance, and the positioning of the all-age careers service in this context.
The communications can be found at:

During debate on the Education Bill, John Hayes also confirmed that he will be holding two ‘summits’ on careers guidance - one, comprising interested parties including local authorities, career professionals and representatives of the education sector, to discuss the period of transition through to April 2012 when the new careers service is operational; and the other bringing together young people and adults to help shape the design of the new service. Both will happen as soon as possible, and the Departments' Advisory Group on the all-age service will meet to consider the outcomes.
