Confederation of Heads of Young People's Services

Membership Strategy

 

1. Context

 

At the AGM on 13 October 2008 it was agreed that three categories of membership be established as follows:

 

Full Membership* of the Confederation shall be open to the person identified by the Local Authority as being invested with the strategic responsibility for the delivery of IYSS, including youth work.

Associate Membership of the Confederation shall be open to local authority youth work managers, the operational leaders  and managers of the component parts of IYSS, regional youth work advisers and, the government office lead for IYSS

 

Former members who are no longer eligible for full membership may apply to become an Associate member. 

 

Affiliated membership of the Confederation shall be open to colleagues with either strategic or operational management responsibility from our recognised partnership organisations e.g. NCN, AYM, NYA, ADCS.

2. Subventions structure

 

Full membership which is the contribution paid by the local authority for 2008/9

 

Band A...population up to 250,000                 £   570    

                                       

Band B...population up to 750,000                 £   855                 

                                       

Band C...population up to 1 million plus        £1,255

 

Associate member:     £25 or £100 (non contributory LA)

Affiliate member:        £25


 

 

3. Membership types - further details

 

Full membership

This is available only to the key person invested with the strategic responsibility for the delivery of IYSS including youth work within the Local Authority.  As such it would only be available for one nominated person within the authority.

 

In the context of IYSS this person may have a broader range of responsibilities including Youth Work, Connexions, Teenage Pregnancy, Youth Offending Team etc but their key professional role and function will be to ensure that the youth work element of the youth offer is consistent with the duty placed on Local Authorities in line with the relevant legislation. In accordance with the Confederation’s constitution only full members have voting rights at the AGM and any other Extraordinary meetings called by the Confederation. Also only full members are eligible for election as Officers or members of the Executive Committee.

Full member’s fees are included in the annual LA subvention the costs of which are met by the LA.

 

Associate membership

The following are eligible to become associate members of the Confederation:

 

  • local authority youth work leaders
  • operational leaders  and managers of the component parts of IYSS
  • regional youth work advisers
  • government office lead for IYSS

 

 

Former members of who are no longer eligible for full membership may apply to become an Associate member.  The annual fee for membership will be £100.  The Executive Committee reserves the right to reduce or waive the fee to take into account the level of contribution that a former member may make to the business of the Confederation.

 

Associate members are eligible to

  • attend the annual annual convention and other events.,
  • be elected as a co-optee to serve on the Executive Committee
  • receive regular mailings and updates that impact on services for young people
  • contribute to the wider policy debate on services for children and young people 
  • be consulted on the Confederation’s responses to DCSF and other government policy that impacts on young people
  • access and contribute to the members section of the Confederation’s web site
  • network with youth work and allied professionals locally regionally and nationally.

 

Associate member fee £25 or £100 (non contributory LA)

 

 

Affiliate membership

This is available to colleagues from our recognised partnership organisations that have either strategic or operational management responsibility for the delivery of broader services for young people which complement youth work and form part of the youth offer.

These are currently;

 

  • NCN
  • AYM
  • NYA
  • ADCS
  • Rathbone

 

Affiliate members are eligible to

  • attend the annual national convention and other events, roundtables, workshops etc.
  • be elected as a co-optee to serve on the Executive Committee
  • receive regular mailings and updates that impact on services for young people
  • contribute to the wider policy debate on services for children and young people 
  • be consulted on the Confederation’s responses to DCSF and other government policy that impacts on young people
  • access and contribute to the members section of the Confederation’s web site
  • network with youth work and allied professionals locally regionally and nationally.

 

Affiliate member fee £25

 

The Executive Committee reserves the right to consider and approve all associate and affiliate member applications. Their decision is final.
